A “train and return” H-1B policy is being promoted as a “home run” for America by Treasury Secretary Scott Bessent. This policy clarification re-contextualizes recent comments from Donald Trump, who seemed to be softening his stance on skilled immigration by saying the US needs “talent.”
Bessent explained that this “talent” is needed for a “knowledge transfer” mission, not for permanent employment. The plan is to “bring in overseas workers… for three, five, seven years to train the US workers.”
The temporary nature of this is key. “Then they can go home,” Bessent said, “and the US workers will fully take over.” This “train and return” model is designed to be a short-term solution.
The problem being solved is a skills gap. Bessent was candid: “An American can’t have that job, not yet.” He pointed to a lack of expertise in building ships and semiconductors as the root cause.
This “home run” strategy of “overseas partners coming in, teaching American workers, then returning home” is being presented as the ultimate “America First” way to rebuild the nation’s industrial base.
