Trade Talks Revived as Canada Drops Contentious Tech Levy

The contentious digital services tax, a major irritant in US-Canada relations, has been scrapped by the Canadian government, effectively paving the way for the resumption of critical trade negotiations. Prime Minister Mark Carney confirmed the decision, stating that the move was necessary to unblock discussions with the United States.
The tax, which targeted the revenues of large American tech companies operating in Canada, had been a point of considerable friction for the Trump administration. President Trump had explicitly linked the levy to his decision to halt all trade talks last Friday, emphasizing the severity of the dispute.
White House economic adviser Kevin Hassett affirmed that Canada’s decision “absolutely” meant the resumption of negotiations, with a goal of reaching a new trade deal by July 21. The tax, initially proposed in 2020, aimed to ensure that tech giants contributed their fair share to Canada’s tax base, with billions in potential revenue at stake.
This resolution underscores the significant influence of trade considerations on domestic policy decisions. While it removes a major hurdle for US-Canada trade relations, it also prompts a broader discussion within Canada about its approach to digital taxation and its leverage in negotiations with its largest trading partner.
